self employed who have not been affected by covid 19 grant

can some one who works for a firm as self employed , and has not missed one day of work , and not been affected work wise at all and not lost any money , claim the 80% grant

If someone hasn't been adversly affected and claims the SEISS grant then i'm sure HMRC will eventually find out and they will have to repay the money back.

No. Your business has to have been adversely affected by coronavirus. To claim you have to confirm that you have been adversely affected by Coronovirus so it will come down to how that question is answered and whether that answer stands up to scrutiny should it be looked at retrospectively by HMRC.0 -
If they have not been adversely affected then they shouldn't be making the claim. But its a self certification process, so its open to abuse.
However that is assuming that what has been written is the full story and that there are no other relevant factors. Just as an example, that person could have lined up another contract that paid better, and then had the offer pulled away due to CV... Its hard to condemn without the full picture.
