Cancelled flights, and car hire

I have a flight only holiday booked to Canada in August through a travel company online. If the airline cancel my flights the travel company want to charge a £75 administration fee per ticket to refund my money, can they do this.

Also I have a car booked for the two weeks and have only paid a deposit. I have been told that I will lose my deposit it I cancel, is this correct.

Also what happens is the airline doesn't cancel my flights but I can't go because of the quarantine regulations, at the moment I would have to quarantine for 14 days entering Canada and then again for 14 days on my return to the UK. No point in going if that happens
