HALLS LICENCE AGREEMENT (offer of accommodation)

My son is waiting to receive his A level results and find out if he has
high enough grades to be accepted at his first choice university which
is a conditional offer. However due to the university requiring him to
reserve accommodation before the 18th of June and therefore before he
receives his A levels, he has accepted the 'offer of accommodation'. We
would like to know if he does not get the grades required and is
rejected by the university, will he still have to pay for the
accommodation. Common sense tells me he wont have to pay anything but
the HALLS LICENCE AGREEMENT states it is legally binding and makes it
sound like once he has signed the agreement he would still have to pay
even if he does not get a place.

I very much doubt that the university would offer accommodation in their own halls for anyone other than their own students.
