Won an auction- but no pay button, not in unpaid items, and can't request invoice

I've just stumbled across the weirdest problem on ebay. Won an auction, and it say "you won this item" when I click on the listing page, and in bidding history my bid is definitely the highest. But there's no "pay" button, it's not in unpaid items or purchase history, and when I try to "request an invoice via "contact seller" link it says action can't be performed. There was no reserve, and the seller hasn't been suspended- they have loads of items for sale still.
Does anybody have any clues please? thank you!

    Well! EBay is a reputable website to the best of my knowledge, especially being truthful. I suggest that u should contact the administrator to notify them of the challenge, since you are qualified with the highest bid.

    I’m inclined to think this might be a glitch on the part of eBay. Depending on how much time has elapsed I’d warn the seller that you are trying to pay but there appears to be a problem with eBay. 

    I’m routinely getting errors with eBay at the moment, either the ‘whoops it’s not your fault it’s ours’ message when trying to search or buy, or the website can’t load your information at the moment’ one that is driving me crazy.

    I had something similar once - turned out the postage had been set to 'courier' in a way I couldn't pay until the seller had confirmed postage cost - which he couldn't work out how to do.

    I would message the buyer. They may be unaware of a problem and if both of you are trying to contact eBay about the issue, it might get things fixed.
    I wonder if this is a recent common issue? I have had 2 items sold at auction mid-May which are sat awaiting payment. The bidder for one keeps messaging apologising and saying they'll pay shortly, I was of the opinion thst they had no intention, but maybe not...

    I have noticed this problem occurring in the first 3-4 minutes immediately after an auction ends. It's only been happening for a month or so. When an auction ended you used to be able to click pay immediately but now it doesn't always work
