Paving flags

Hi am looking on laying about 7-8 flags never done anything like this but want to give it a go myself I have dug the space out any haven’t got a whacked plate or a mixer so thinking about a dry mix as the lower the cost the better for me as the space is only to put bins on any help would be appreciated however small such as what ratio sand to cement?
what can I use instead of a whacker plate

    In my experience, there is no substitute for some kind of whacker - mechanical or manual. I skipped this step as I didn't have one, and within a few months it had got very uneven & wobbly - lesson learned when I had to lift them ,clean them & re-lay the flags. Quite cheap to rent a whacker for a day I've since found!
