Hotel refuses to refund - payment on arrival

We made a booking in January for a non-refundable hotel stay in Italy and were due to go in the next fortnight, but of course that won't be happening now. The payment has not been taken as it is a 'payment on arrival' booking, but we had to provide debit card details to secure the booking.

We have contacted the hotel through Booking.com to request a refund but sadly the hotel have refused. I am not even sure if the hotel is open.. We have travel insurance that we could try to claim back on but I have heard horror stories of travel insurance companies not paying out for various reasons. 

What would you suggest doing in this situation?
