Regarding refund for a cruise

Hi I have a question for Martin Lewis. My mum booked a family cruise costing £9200 with Royal Caribbean. It was for May. It was cancelled by the company on 16th April 2020. The travel agent keeps stalling with giving my mum a refund. I understand they are busy but she said it could take another 10 weeks for a refund. Can you advise me please.
