C.U.P Enforcement Parking Charge Final Demand

Hi all,
I hope you are keeping well and safe.
I am trying to help my father out who is currently unwell. 

He received the below by CUP Enforcement. 
The photos seem like they've been taken by a resident rather than an enforcement officer on bank holiday Friday.
I am not sure what to do. No ticket was attached on the windshield. It was on an estate of an housing association. 

Thank you so much in advance. I did attempt to read the newbie thread, but I was confused.
What should I do?

    Your Father (or you using his name) should appeal using the one-size-fits-all appeal written in blue text in the NEWBIE sticky.  Do not amend, add or remove anything in the appeal.  Send it in accordance with the timescales laid out in the NEWBIE sticky.

    Is the vehicle keeper a resident where the PCN was issued, or were the driver visiting a resident? Either way, the lease AST of the resident needs to be dug out and thoroughly read to see what it says about parking, permits, parking charges, and court. What it doesn't say about the above is just as important.

    Have you complained to the landowner yet? That is always plan A. The appeal always comes second if the complaint doesn't work.

    The sign looks forbidding to me, and is confused by another sign by another company, ASY Parking Enforcement, whoever they are.

    The £130 charge includes £30 that cannot be claimed. 

    What was the date of the alleged event, and what was the date the NTK was issued please?

    Don't forget to complain to the keeper's MP about this unregulated scam.

    is it worth maybe writing to the housing association who I think own the land

    No, they don't know who was driving unless someone has told them. The scammers can only access the keeper's details so unless the keeper is a resident, do not reveal the driver's identity.

    Always complain to the landowner first. This is already explained in the NEWBIES thread that asks you to read it before starting a new thread.

    Will complain to the landowner right now. 

    We didnt recieve the earlier correspondence, but the notice date is 29/05/2020, we recieved it today, and the contravention date is 10/04/2020.

    no .......... the name and address will have been provided by the DVLA to the PPC as the keeper.

    you assume nothing .... never name the driver .... ans as such edit the above post .......

    Please answer ALL questions asked. They are important.

    Does the reminder say when the NTK was issued? 
    Send an SAR as per the NEWBIES from the keeper asking the scammers to supply all information they hold about the keeper. This should flush out the original NTK. It is important to know whether the NTK was PoFA compliant or not, either it's wording or dates.

    Yes send a SAR.  We suspect they never sent an earlier PCN.

    Absolutely go ballistic at the Housing Association for allowing a rogue parkng firm to use untrained residents to take photos of pther residents' cars then sending a £130 extortionate demand 6 weeks later.

    Also complain to the BPA , explain how Dad is unwell and prove that you have authority to handle this complaint for him.  Tell them you think the BPA Code breaches are:
    - using anonymous (or perhaps paid per PCN) residents to take photos of cars, breaching self ticketing rules
    - not putting a PCN on the car, then not sending a NTK at all then demanding £130 and saying it's too late for POPLA
    - possibly getting DVLA data too late for a POFA NTK then covering it up with the £130 demand as the first letter ask that the BPA Check when your Dad's DVLA data was obtained and check the dates againt the letter(s)
    - a woeful lack of signage at this location
    - not stepping down residential 'enforcement' during COVID just because it's Housing Association land, basically getting away with murder when Local Authorities are following BPA instructions NOT to issue PCNs during lockdown.  Why are private AOS members and Housing Associations allowed to get away with this extortion?

    Ask the BPA to investigate the above and show your proof of authority signed from Dad, to handle the matter for him as he is vulnerable and ill.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Sorry, the housing association said there is nothing they can do, I dont think they even cared to try. 

    On the parking charge final demand, it states the notice date at 29/05/2020  and alleged date of 10/04/2020
