Help to save on JSA

Hi,
I'm interested in the help to save account but I'm not eligible for universal credit and I'm therefore currently on jobseekers allowance. Is there any way for me to get a help to save account?

My understanding is no because of the following:
"Receiving universal credit and have employment income of £604.56 or more for the last monthly assessment period"
My understanding of that is, you have to be in employment to be eligible. As you are on jobseekers, you can't have an employment income.0 -

and you only need to be eligible at the time you apply, so you could get a job, claim UC, make an application for Help to Save, and then leave/quit/lose your job the next month and you'd still get to keep your Help to Save account for the next 4 years.
