Employer telling staff that government will pay redundancy but still trading.

Hi all,
The company I work for furloughed all staff back in March and a few days later made us all redundant,
the company was on it's knees before the lockdown happened.
Two staff have continued to work while furloughed to process orders, the owner plans to keep the 
company trading as long as possible to generate income.
All notice periods end around the middle of July and the owner has told us all that the government
will pay statutory redundancy, the remaining 20% of salary not paid during notice and any remaining
unused holiday.

I thought that the government needed proof that the company was in receivership/liquidation before they
process any statutory payments?
