Furlough rotation

Hi there,
It was decided at the company I work for that myself and another employee would rotate the furlough period. We have both completed 4 weeks of furlough each, over the last eight weeks. I am working now while he is on furlough. We are due to rotate on the 25th of June. Is this still allowed under the new rules? It states no new entrants are allowed to join the scheme, but I have been furloughed before. Any help would be greatly appreciated.
