Furlough and regular commission payments.

I design and sell fitted kitchens for a living. I get paid minimum wage plus commission on every kitchen I sell. My commission more than doubles my wages. So far my company are only paying the sales staff 80% of the basic salary.  I am getting about £1000 a month. I know the government were not clear initially, about the payment of commission, but I was under the impression it had been made clear that regular commission is to be included. I have broached the subject with HR, but they basically refuse to discuss it. Anyone know what the legal standing is? Many thanks.
