Raising the roof of typical UK garage. PP / BR required?

Hi all,
Hope all are well and keeping safe.
I have a garage on my driveway and it is a typical council style garage with the corrugated roof and higher at one end. I want to raise the roof by at least 5 courses and the low point I want to bring this up as well so just a gentle slope instead. Also to replace corrugated roof with a GRP roof.
My question is do I need planning permission to do this? Or even inform building control?
I am in Hertfordshire by the way in case that makes a difference

Permitted Development rules would normally apply and allow this but if the garage is forward of the principal elevation, formal Planning would normally be required.
You should not require Building Regulations approval providing you’re not looking at changing the use and turning all or part of it to a habitable or heated space?
