Furlough Rules with new government strategy

With the recent change to the government strategy (each to their on on this but) and Boris kind of saying if you can work from home you should.
I remain on furlough until further notice from my company- even though I am perfectly set up to work from home (side note, in my contract it states that I can work from home from time to time).
It is just a bit strange that the company I work for has resumed small operation with skeleton staff but a lot of people remain in furlough (est. 70%) and a lot of staff are capable of working from home but aren't owed to.
Just wondering if there is any regulation behind this.

No, they might not be enough work for them even if they can work from home.1

Companies will operate as best fits their own requirements. Nothing to do with regulations. Working from home isn't as straightforward as it may seem in every instance.1
