Non refundable hotel covered by Greek legislation

Hi everyone,
Looking for abit of advice please. I booked a non refundable room with hotels.com for a hotel in Santorini for our wedding. Obviously everything is cancelled and we are now in the process of trying to get refunds. Our hotel has said they can only offer a 18 month credit note which apparently they don’t even have to do as we booked a non refundable rate. However, I was under the impression, under the new Greek government legislation you are entitled to a refund after 18 months has passed and you have not used your voucher. I brought this up with the hotel and they are saying as I booked a non refundable room, they legally don’t have to give me a voucher they doing it as goodwill and I will not qualify for the refund after 18 months. I though the legislation brought in by the government was a direct action taken to protect businesses and clients due to covid - 19 and that it did not matter that I had booked a non refundable room?

I think it will depend if hotel is open or closed when you are/were due to stay

The hotel is 100% closed until the 1st of July.0

If the hotel is closed then you should be getting a refund from Hotel.com if they are the ones that took payment.
