Very catalogue created credit account without instruction

My sister bought a pair of boots with the Very website and paid for them in full. When the boots had taken longer to arrive than expected she contacted Very and was told the boots were being sent back by Yodel as they were damaged. They also said they didn't have them in stock in black any longer and didn't know when they would be back in stock, so she opted for a refund. A few days later she got an email from Very stating the boots were on there way. Then she got a statement from Very stating she had opened an account with them and the boots had been bought on credit. The money originally paid has been returned to her account. She has phoned Very and the woman said she would correct the matter but that has not occured. She has tried to contact them by email and had no reply and she has tried calling them today but no one is answering.
What course of action should she take now?
