Insurance or Chargeback on Ski Pass Voucher

We bought a Ski Lift Pass voucher from a UK based Travel Company for Vail Resorts Ski area in the USA.
The voucher was delivered but as our flights were cancelled we were unable to use the voucher. Vail Resorts are not issuing refunds so we will need to either claim through our Travel Insurance Company or attempt to issue a Chargeback from our Credit Card Company.
Would be interested to know what the best course of action would be.

I should have added though that Vail Resorts actually did close down on the day we were due to exchange the voucher so in a way they did prevent us using our voucher, although it was for a season pass (really the only way to ski in the USA).
i wasn’t sure whether that chargeback would have been against the UK provider Of the voucher or against Vail Resorts themselves?0
