Getting refund for flight from Italian Airline

Hey,
So, I booked a flight with Blue Panorama from the U.K. to Albania. This was cancelled due to Corona. The airline are refusing to give me a refund and have only offered vouchers. 

I opened a case with PayPal to see if I could get a refund that way and the airline replied with: 

Dear Customer, You have just received an email with a voucher number for the same value of your original ticket: you can use this voucher to book your next flight to any of our destinations. The voucher was issued according to the Italian Law n. 18 of March 17th, 2020 chapter 88 point 4. We kindly ask you to close the dispute you had raised through Paypal. B/Rgds

I checked this law and it states: 

Purchasers shall submit, within thirty days from the date of entry into force of this 

Decree, a specific request for reimbursement to the seller, attaching the relevant title of 

purchase. The seller, within thirty days of the submission of the request referred to in the 

first period, shall issue a voucher for the same amount as the purchase bond, to be used 

within one year of issue.

Do I have any hope of getting a refund? EU law states I am entitled a full refund so I’m not sure about my rights in this situation.

The fact they are asking you to close I feel is good news,as I would guess if they could have,  they would have got PayPal to reject it.
