Furlough issue, please help

Hi All, 
I originally started working for Company No1 Pub (C1)  in June 2014 and left in April 2018 to work abroad, when I came back to the UK in May 2019 I was rehired at the same C1 I left in the same job role (hourly paid contract 40 hours a week). I worked part time at C1, running two jobs here and with Company No 2 Hotel (C2) as job was closer to my home. I took a full time position with C2 (salary pay no regular working hours as Mgr) in August 2019 and kept C1 as a second job and stayed on the books  in case due to inadequate team members and I was needed to cover any shifts on my days off from C2. 

I left C2 as I said in January 2020 and resumed a full time job with C1 going forward and on average recieved £1300 net wages per four weeks in Feburary/March. Now the furlough has come my net pay this month due to the weeks where I wasn't working for C1 but remained on the books has significantly been affected resulting in me not being able to pay bills including rent as I only recieved £332.87. As loss of almost one thousand pounds against my usual amount. That equates to 33% furlough pay against normal amount.

Had I of departed C1 and rehired again I would have been better off as the calculation would have been Feb/March 2020 wages. I had almost six months not working for C1 when I was working for C2.
I intend to keep working for C1 and understand the strict rules the Company has to follow as set by HMRC but feel this is unfair towards me.

I have spoken to C1 and they have informed me that they are following Government guidelines and have taken an average of pay over several months since I first rejoined May 2019 and paid 80% and won't pay more as they risk losing all furlough money entitlement, as I said this is a £1k drop from my usual wages. The money I am getting is similar to someone who works part time 10 hours a week not someone who works full time and has high bills to pay. I'm not sure what I can do. I have made enquires to Universal Credit and got a small amount but a significantly lesser amount than that I would normally receive from C1. I cannot approach C2 as too many months has passed.

    Are you supposed to get a regular salary, or would your hours/pay be variable?

    My hours and pay are variable. I used £1300 as that is a average that I got over February/March.
