We ae a new company incorporated  December 2019 started employees on 27th February 2020 registered for PAYE on line that day HMRC did not send the activation code out to us until 24th March despite numerous calls to them, was told that if "special circumstances" was used as reason for the non submission of the RTI the company would not incur any penalties of any kind.  Applied for the Job Retention Scheme only to be told not eligible as we had no employees on 19th March.  Have proved to HMRC that they delayed sending the activation code out but they are standing the ground as to us not being eligible, as this is not our fault and Debt Management have told us that they received the reports for Month 11 and 12 and in their opinion we are eligible for the payment as we  pay quarterly.  Keep getting conflicting information from HMRC in regard to this.  It has been confirmed that the activation code was not sent out until 24th March and the only reason given is there was a "glitch" in the system.  Have written and complained to Jim Harra CEO of HMRC but have had no response to two emails sent to him.  Has anyone had a similar situation or any advice as to how we can move forward.  Due to this we are now considering closing the Company which has proved over the 2 months to be a viable concern but without money we cannot see a future for us as we cannot continue to pay the employees out of our personal money as that avenue has run dry.  Our bank is not accredited for the Bounce Bank Loan and other High Street Banks are not opening new business accounts at this present time.

The rules are that RTI must have been sent by 19th March, as it wasn't then you won't be able to claim.

Hello if I could get some advice please?
I was offered employment on the 6th Feb pending successful vetting, with training to commense the end of Mar /early Apr.
Vetting was confirmed successful on 31st March, however due to Covid19 the training will not start until October.

AM i entitled to 80% of what I should be earning now, currently getting universal credit, I have asked JC for help but they just send a link that does not cover this situation.

    Thank you

As you were not employed until 31 March 2020, you are not eligible for furlough from your new employer (nobody is actually entitled to anything as it is the employer's choice to furlough).

No as the RTI needed to be sent in by the 19th March.
