I booked an exam through with Pitman training, some time has elapsed and they are now saying they wont honour or provide a refund as the centre has changed hands.
If the centre is run by a franchise does the overarching company still have a duty to honour the original booking?

Your rights are against whoever your contract was with - so if that's Bloggs Training Limited (company number 123456), that's who you need to pursue. You don't have any implied rights against whoever owns the brand name.
Also it depends what you mean by "changed hands" - if the new owner has merely bought the shares to Bloggs Training Limited, you have the same rights against the company. If the business is now run by Bloggs Training (2020) Limited (company number 123457) then you have no rights against the new company.1 -
