What does it take for them to cancel a holiday?

Obviously with current FCO decision advising against all but essential travel and many countries closing their borders, holidays have been cancelled. If the FCO advice stays the same even when other countries change their policies/open their borders does this give travel companies the green light?

They already have a green light, only thing legally stopping them is restrictions at the other end which means the vast majority of people using the planes arent allowed in when they get there. As you say the FCO advice is merely that: advice.0

I don't know if there are any legal rules on FCO advice.
It's a guess, but I would say companies like TUI will follow FCO advice.
But a self made package from a bargain basement TA might not follow the advice.

Thanks for your comments. We're due to travel to Mexico mid August. Holiday is paid for and I've been keeping an eye on the ever changing situation here and in Mexico.0
