Parking eye letters and debt letters received

Parking letters from parking eye and a debt letter from dcbl were sent to an address that belongs to my dad but is currently empty waiting for refurbishment ( this was his address when the car was bought and I hadn’t changed the registered keeper address). By the time the letters were discovered there was a debt letter with a charge of £170 threatening bailiffs. I called the debt company to explain this ( which I think was a mistake after reading the forum?) 
A friend said to fill out a TE9 form and tell them I have done so. Is that the right thing to do? Any advice would be greatly appreciated

    No, that advice is useless.

    From experience, if PE have sent something to DCBL, then its either
    - not gone to court, and never will
    - its gone to court, and theyre enforcing a court judgement againsrt the defendant
    You have very vageruly said whats in the letters; dont. We need the EXACT wording from DCBL. Does it have "this isnt subject to bailiff action" anywhere? As thats a clue that its the former option

    In the main body of the letter it says that failure to make payment will result in them recommending to their client the commencement of legal action against me. It does say on the back of the letter “this case is not subject to high court or bailiff action”
    I can see that they won’t send bailiffs to my home but I worry about getting a CCJ

    So its debt collector trash, and your actions arew completely covered by the NEWBIES thread section on debt collectors. 
    Dont contact a debt collector, never ever by telephone

    If you are worried about getting a CCJ you have not reasearched the matter.  Please read the newbies thread at the top of the index page and do some googling, we cannot do that for you.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Right, so the important thing to take from your post is you have a ParkingEye PCN.

    No-one threatened any bailiffs.  You should never have phoned the debt collectors, LOL!  STOP replying to them but be aware that you need to head off the possibility of a court claim and that can be done easily.

    What happened when you complained to the retailers or landowner (Hotel, shop, Hospital)?  ParkingEye ones are dead easy to get cancelled by simply complaining even now, to the retailer or landowner on site and they can email a cancellatio request. 

    Which car park was it and what happened?

    Are you sure the PPC is ParkingEye - that's a company name, not a generic word for ANPR cameras.  Odd if they are using DCBL letters.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
