Travel Agent Admin Fees

This relates to our honeymoon to Canada, which is now confirmed as cancelled. 
We booked the holiday via an independent high street travel agent, she arranged the package with Canadian Affair as the Tour Operator. 

We've today been offered circa 85% of our money back as a refund, with the balance protected on a Refund Credit note with an expiry in March '21, at which point we can get the balance refunded. 

However, the travel agent is suggesting "We make a charge to handle cancellations and refunds of £40 per person, to cover admin and a bit of my time" and this amount will be deducted from the refund she arranges. 
Is it just me, or should they not be charging us for getting our own money back, when they've cancelled the holiday?

    First RCN haven't been confirmed as protected.
    They are suggesting a charge.
    It's up to you if you accept their suggestion.

    With regards to the travel agents fees... were the fees described in the T&C’s you agreed to at the time of booking? 

    Agents can charge administration fees if they wish, but they would have had to have been notified to you at the time of booking (in T&Cs) and must be reasonable. Whether £40pp is reasonable or not I don’t know, but the agent will have had to spend time sorting the refund, and incurred costs doing so.

    Not the travel agent that's cancelled the trip. Be the tour operator. 

    How do you propose that the agent covers their costs if they have no income?
