Villa refund

Hi everyone I have a question about getting a refund a cancelled holiday. 
My in laws booked a villa in Portugal for mid June, now the flights have been cancelled and there is no way of getting there so my mother in law rang the villa company who wouldn't refund due to them saying Portugal hasn't any restrictions in place, so she rang her credit card company who will refund but say all parties who were going to the villa do seperate claims even though my in laws paid for everything. Surely my bank won't refund me for something I haven't paid for?
Please help.

    Are you sure it's not the insurance company that are saying this,as that is the norm with them.
    As if an accommodation is open you can't (normally) claim on a credit card as they haven't breached the contract, also if closed you can claim the full amount.

    Sorry my bad, it was the insurance company she was talking to. The credit card company wont help cos the villa company didn't cancel.
    I still don't understand why the two other couples who were going (but didn't pay anything) have to claim, or indeed can claim. Surely that's like ringing my insurance company up anytime and saying I need some money!

    It's sounds like it is personal insurance rather than the booking being insured.
    It's normally worked out on how many are on the booking form, so if say 6 on form  then every person claims  a 1/6 on their  insurance   or 1/3  if a couple    can also be different  if it's a family  insurance.

    The T&Cs of the insurer normally cover how they handle a claim.
