Damaged Plasterboard?

Might be a bit of a long shot, but does anyone know if this is damp related? or just the paint flaking off?
The ceiling is quite high up, so sorry for the bad photos. It's been here for some time, and has not got any worse.
The dark part of it all was done by myself tapping it with a broom handle to make sure is wasn't soaking wet...(It seems pretty hard)
We did have a slight damp issue a while ago, where small droplets was foaming on the corners of the walls/ceilings. And a very slight mould started. I cleaned it up and turned up the thermostat to 19 degrees. Never had an issue since.

Impossible to say, but dump usually changes the colour in places, especially if it's white.
