It is certainly a fast changing situation with lots of destinations and transport looking to reopen.
However the FCO advice is currently against all travel, and that is actually because things can change so fast. Quite possible to travel somewhere on Monday and then suddenly find that your host country imposes restrictions out of the blue on Friday.
I suspect that the FCO advice may stay in place for a while even as countries open their tourism again.
The biggest impact of this is the likelihood that it will invalidate any travel insurance.
For anybody who does cancel, they should make sure to put in a claim for their deposit. They should point out that, regardless of T&Cs, a provider can only retain a deposit to cover expenditure they have incurred, or a loss they have suffered, and ask them to itemise and prove that expenditure/loss.
