Employers being totally unfair if you had already booked the time off for September.
Did you ask your employers for the September time off, before you booked the holiday ?
The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.

It is entirely at your employer's discretion when you take holiday. If they want you to take holiday, they must give twice the notice of the time they want you to take off, so if they want you to take a day off, they must give you 2 days notice. Any holiday taken during furlough has to be paid at 100% of your wages, so your employer has to pay the difference between this and the money you receive on furlough.

Although the employer may in your eyes be behaving unfairly, they are not behaving unlawfully
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

They are not being unfair, if the company had to furlough them then that means the company is struggling to survive. As they are not planning on the OP coming back until the end of July they must be in a pretty bad way. So the OP should be glad to still have a job. It is just unfortunate for them but why would the company want to lose an employee for 5 months get them back for a month then lose them again for 2 weeks.
