I have $1500 US on my card. We probably won’t visit the US again. Can I recover the funds back to the card I loaded it with?

You can redeem your dollars in accord with their stated terms and process, but the fees and/or exchange rate will not be favourable.
You could try what I did 2+ years ago, open a Revolut account if you don't already have one (I guess not, or you wouldn't be using FairFX), then use your FairFX card to top-up your Revolut USD balance. The dollars can then be exchanged to pounds at the perfect interbank exchange rate (weekdays) and withdrawn to your bank account without fees.
