Parking on private road

Most private roads are public highways, very few people (unless you are being pedantic) would call a driveway a road.

Roads that anyone can access generally have have right of ways on, especially those with a pavement.  SO are classed as public highway, just because it is maintained privately does not make it not a public highway.

1. Employ private parking enforcement, with all appropriate signage, and issue "penalty charge" invoices.
2. Physically restrict access.
That's it. Clamping and towing are illegal.

Well, not quite all. Two neighbours could park either end of her car the next time it happens, stopping egress.
