What to do first?

I want to have a drive laid, not sure what material yet maybe concrete or tarmac. Probably of no concern but, just have a pebble path with side strip of gravel  at the moment.

Anyway, I need a new wrought iron (double) gate and feel like I should have drive first but then would have to have that dug up for posts for gate.
Do I have gate first?

    I would put in the gates first at a level based or the present gravel level, but I would check with the tarmac/concrete contractor first to ensure that the level of the new surface will not be any higher than the existing gravel.

    Thanks!  Didn't think about the level so that's  something else to think about as the gate will open on a slight climb.
    Haven't  contacted any contractors yet as still trying to decide what to go for.
