What to do first?

I want to have a drive laid, not sure what material yet maybe concrete or tarmac. Probably of no concern but, just have a pebble path with side strip of gravel at the moment.
Anyway, I need a new wrought iron (double) gate and feel like I should have drive first but then would have to have that dug up for posts for gate.
Do I have gate first?

I would put in the gates first at a level based or the present gravel level, but I would check with the tarmac/concrete contractor first to ensure that the level of the new surface will not be any higher than the existing gravel.1
