    It’s a breach of GDPR. It’s registered as a claim when no claim was made. Principle 4. Data held must be accurate. By recording information as a claim it is inaccurate.

    Interesting point of semantics but I doubt it would wash. 

    A bare "claim" file will include an estimate of the potential cost to the insurer (the "reserve"). Even for what might seem obviously non-fault incidents where the insured indicates no intention to claim, this will be >£0 (as required by the insurer's underwriters/reinsurers), to cover potential claims either from the insured or third parties. That's why it's called a "claim" file.

    Remember the insured can come back years later to pursue a claim - I have done this myself. Got £400 for a stolen moped, and apologised profusely for the chaos this would have caused the insurer in delving into a years-old file!

    What else would you call it?
