drainpipe connection mess

Possibly the least sexy thing to be thinking about but I would be grateful for advice from anyone with knowledge and experience of these things:
Upstairs flat have moved their kitchen and are installing a new bathroom.   The soil pipe for their existing two bathrooms partially crosses the window of their lower bathroom which I have been told is not correct.  The grey water from their existing upper bathroom is connected to rainwater downpipes and discharge above a hopper at ground level which regularly gets clogged with hair, leaves and now silt that they have been washing down the sink.
My questions are:
where should they be making new connections in to the drains?
what kind of junction should there be at ground level where the pipes discharge in to the underground sewer system?

    Is the gully drain connected to the foul water sewer or does it go off to a soakaway ?
    If the latter, grey water from a bathroom should not be discharged in to the gully.

    That aside, has the "conversion" been approved by the freeholder ?
    If not, the freeholder could take action to halt the work and impose sanctions on the flat owner.

    It connects to the sewer under the house.  It's a Victorian combined sewer so everything goes in to it. 
    It's the freeholder who is doing the work :(
