Questioning Signage On Ticket Machine

Ive received a pcn by local council for parking without a ticket whilst getting change for a ticket. Ive challenged the pcn  but have been told the following:
"Going for change, is not recognised as an exempted activity in the Traffic Regulation Order and is not a defence to a parking contravention. In this respect whether the driver is away from their vehicle for five minutes or ten minutes is academic, the issue for determination is whether the vehicle has been left in a pay and display space without a ticket and whether a PCN should be issued. If a vehicle is present without a valid pay and display ticket then the five minute observation period will be observed in line with West  County Council’s parking policy."
Is there grounds for contesting this further as no signage mentions that someone cannot park their car to obtain change for the parking ticket. The ticket was purchased and the time on the ticket was a couple of minutes after the ticket issued.
Any thoughts?

    We deal with so many private parking scam PCNs we tend to advise posting on pepipoo for the odd Council one!  They are certainly appealable and winnable in many cases and pepipoo will tell you.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
