Bought item online, wrong item sent - what are my rights?

i bought a hand tool online (a hand tamper for packing down earth), ordered online as was the only place selling the particular one I wanted. Paid by PayPal.
It was delivered yesterday but is a much cheaper, smaller item. Its still a hand tamper but half the size. I've emailed the company, tried calling several times but no answer
What options do I have please?

Which company did you buy it from? When you say half the size, are the dimensions actually listed on their website or do you mean half the size of what you expected?1

Company was Knighton Tools Ltd in Leicester. Its the wrong item. I ordered a Roughneck 8" x 8" tamper (thats the head dimension), and was sent an unbranded one with a head of about 4" x 4" square.
I havent looked at an image wrong, Ive been sent a cheaper, smaller sized item that I didnt order and isnt suitable0 -
Then keep trying to contact them and return it for a refund. Don't use it in the meantime.1

The item was only received yesterday . Email sent yesterday. Not surprising he has not received a reply yet. There is a pandemic affecting staffing levels in many businesses.0
