The premium can seem unfair but consider it from the other side. I have family who live local to an area that went from very low % to a high % of holiday homes, the impact was obvious, shops closing etc. It was put in place to balance a loss of revenue to the area. Suspect post covid with less businesses (less rates), these premiums will increase to the maximum possible.
Irony is, with March lockdown, I'm told all those houses were full (despite the government saying no to that), and the remaining few shops that plan stock for summer only, were quickly sold out of everything.Peter

Yes, council tax IS part of the cost of running a property.
There is always going to be some form of property taxation, and it is inherently and inevitably part of the running cost of a property.
