Bizzare problem with my Android phone

Hi All,
Sorry but this is a bit of a long story...
I have this Android phone, HTC 10 EVO running Android 7 - unrooted - stock firmware etc.
Recently it's start to become extremely unresponsive. You scroll down and it takes literally a whole second for the screen to move. Or you press a button and the same thing. Even the keyboard is taking ages to respond to touches.
At first I thought it was an app out of control, these are the types of symptoms I would expect when the phone is overheated or the CPU is overloaded etc
Restarting the phone had no effect and it's not overheating at all. I installed system monitoring software and was surprised that there is no issue with the CPU being overloaded and there is plenty of RAM free.
So I did a Factory Reset - but it's behaving the same, even before it installs any updates the UI is extremely laggy.
So I figure it's got to be a hardware issue. So I removed the memory card, just in case it was corrupt, even though it wasn't really being used since the factory reset.
Now comes the wierdest part. I installed a replacement desktop program. One called "Simple Launcher ( Big Launcher,Easy Mode,no ads)". This has made the phone responsive again, as if everything is fine. So I installed a few apps, nothing special and at some point yesterday it started getting laggy again to the point where it was unusable. So I uninstalled all the apps, and no, it's still bad.
So I did another factory reset, and it's still bad. I installed Simple Launcher again and it's solved the problem again. But for how long?
I don't understand, it seems like a software problem, but if that was the case the FActory Reset should solve it, at least until any updates are installed
Does anyone have any ideas before I junk my phone? It's so bad it's literally unbearable.

Bought it from TobyDeals who only had a 1 year warranty at the time. HTC don't wanna know because the phone is from Vietnam apparently.

You seem reasonably happy to mess around with your phone, so why not try it with a custom rom or something like Lineage OS.0

We have a really old Nexus 7 (2012 model). Lineage OS brought new life to it.0

No idea - I don't have an HTC 10 Evo (or any HTC device for that matter). I was merely trying to give a pointer as to a possibly suitable search term.0
