You can try. I asked my council, and they replied with a list of fees for their services for formally asking questions, applying for planning or for retrospective planning! I bought a portable unit in the meantime - where I'd planned to install was high up on the side of the house and very visible to several neighbours, and I didn't want to take the risk. A colleague at work installed a system that was hidden away at ground level in their back garden - something I didn't have the option to do. I'm now moving house, and will probably include A/C in wider plans for extending and refurbing the whole house - even if I don't install it straight away.0

I had the AC installer come in. He said that hanging the unit in front of the house the council will not allow, but if I agree with my neighbour downstairs I can attached an external unit below the window. He would install a large internal unit 24000 BTU that should be able to cool the apartment.
Would there be any issues with it is below the window in the second picture. I don't want any issues with permissions when I go to sell the apartment.

Ok so I emailed Lambeth and they basically told me that they do not offer free advice, if I want advise I need to pay £200 and submit a form wait 5 days or visit the planning portal.
I did find this which states that I can install an air pump which I think effectively is an inverter system (what I would install). The challenge is that the planning permission says it needs to be used for heating purposes only.

I am talking to the other freeholder to see what he says. The other units are <50db so they are not that noisy.
I am not sure why in the UK there is no clear solutions or provisions for air conditioning, this British summer is moderate is rubbish, I have been have 10 years and every summer is getting hotter and hotter.0
