As you bought a package holiday (hotel & Flights) what Expedia are telling you is complete rubbish. (Expedia has the most issues I've seen of late)
Under the Package Travel and Linked Travel Arrangements 2018
You are legally due a full cash refund within 14 days.
If Expedia keeps sticking to their nonsense and refuse to give you a full refund then go to your debit card company are tell them you want a Chargeback on that transaction.
