Cancelled Flight - refund via agent or airline?

My return flight from the states to London Heathrow was cancelled in March by American Airlines due to Covid.
They emailed me a number to call but after repeated attempts to get through, and concerned about not being able to get home, I had to go back through Expedia (who I'd booked through originally) and re-book a new flight at considerable cost.
Expedia have told me to contact the airline regarding a claim - but the operating airline was in fact British Airways. I can see myself being thrown from one to the other...
Any advise on who is responsible and what I should do would be much appreciated.

Who you paid is who should give you the refund. So if you billed by Expedia,that's who will refund you (Expedia are a nightmare)

I was due home from New Zealand on the 30th March 2020 but due to Cova the flight was cancelled, so I registered with the New Zealand Government as I was advised to , then on the 21st March I was sent an e.mail telling me that the uk government where putting on Charter flights, the first one leaving on the 24th March, but I would have to pay £800 there and then, so having had to borrow some I managed to get it together. I’ve been trying to claim it back, but the travel agents say it should be the insurance to pay and visa versa, who do I ask as it’s the government who put the flights on, plus I had to pay extra to get from Nelson in the South Island To Auckland which was £120. Who do I ask?0
