If it rained overnight that dust can turn to concrete which will damage the paint to remove.

Cement undergoes a chemical change as it cures. Cutting it produces dust, but that won't re-cure.

I was assuming dust was from bags of cement when they were opening them and pouring them out into a mixer or whatever.
