Customs duty on EU purchases

I bought something inexpensive from Germany and am being slapped with a £12 customs charge, of which £8 is Royal Mail's "handling fee". I had thought we were still in the EU customs area so this did not apply yet, or at least there was a Low Value Consignment Relief?

Are you sure it came from Germany? I had a similar issue with a parcel routed through Germany but the parcel was actually despatched from the USA1

As above, it can’t have been shipped from Germany. Chinese seller masquerading as a German company perhaps?0
