Hey some of those pads can hold adecent weight. Even more so if you use multiple. I put up a mirror with one. It has not budged in years.

here's an example of hooks, other sizes are available, as mentioned you can also get strips for picture hanging.

The radiator pipes are often plastic in new build now, so you'll probably not be able to detect them anyway with a metal detector.
