Passport application

In August last year I applied for my first passport. Due to my mum getting married they wanted her marriage certificate and birth certificate. I paid for recorded delivery, they said they never received the documents. However the documents where signed for at the Belfast office. Having taking this upon them they said they will reimburse me. Having told them how will I know if my documents will be lost agian they said they can’t guarantee that. I have contacted them agian to say if they can apply for my mums documents as I was told they could do that they said my application is now withdrawn and I won’t be receiving an refund. 
All I want really is my mums documents to be replaced. Any advice please

    Sorry perhaps just me but I am struggling to understand some points made in your post?

    Take your case to your MP - government departments react very quickly to such enquiries, especially where there's a suggestion of negligence or the like.

    Go here. https://www.gov.uk/passport-advice-line

    This will give you the opportunity to complain straight to the customer service team. They should be able to sort it out for you. There is a possibility that you need not pay for your next application.
