DCBL Letter

Recently received a demand for payment from a PCN from 4 years ago
I moved house 3 years ago, vehicle was sold - scrapped and unaware of the PCN which just came to my attention via a chance meeting with old landlord
Do I still have to pay or is this now “timed out” ?

    Why do you want to pay it?  Which parking firm is involved?

    The PCN was from MOTO Service station Wetherby on 26/10/2016 from groupnexus

    Did you read the NEWBIE sticky before you posted that would have told you all about how you get a CCJ - that you have to go to court (once you have received a letter of/before claim, court papers from CCBC) lose the hearing and THEN fail to pay within timescale set by a judge.  If none of that happens, guess what, no CCJ.

    But we helped you through to winning a case with UKPPO/Park and Fly/NCL Airport in 2015 - over 200 inputs on how to beat this scam. I thought you'd have much more confidence in dealing with this one.

    Get on to MOTO and tell them you are being threatened by court action by their agent (Group Nexus, formerly CP Plus) and ask if they have authorised them to sue on their behalf. Ask them to get the case cancelled. Get a response from them in writing. 

    How long was the overstay?  Was there a specific reason for it?  Why did you not appeal to CP Plus at the time (a year after we help you beat UKPPO - did you not draw on all the advice given to you then?).

    DCBL are powerless debt collectors and can be ignored. The fourth post of the NEWBIES that asks you to read it before posting explains why it is safe to do so.
    The NEWBIES also tells you that Plan A is always a landowner complaint as already advised above.

    It's a different matter if you get something from DCB Legal or other scamlicitors and that should not be ignored.

    In addition to complaining to the Service Station manager, write to the DPO of the scammers telling them to erase your old date and replace it with your current address for service and that you deny the debt.

    Complain to your MP as also advised in the NEWBIES about this unregulated scam.

    Why not just read other CP Plus MOTO threads?  Only an idiot would pay, or someone with no access to Google!

    It is essential that you rread the newbies thread as nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.


    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.
