Would you rent a flat where the communal zones look dirty and look like they have not been cleaned in a long tine?

Unless the landlord owns the whole building it's unlikely they have much control over the communal parts.

Are you asking because it's the only flat you can afford in the area and are hesitant because of this issue?
Seems obvious that no-one would choose to have it like that, so there must be other factors.1 -
It's part of the decision. Compare it to others at the same price.
Remember, though, that the day after you move in to a "clean" building, the management and/or contractors may change...0 -

Also another thing i noticed the name of the building written on the main door with marker.
