British Airways waved change booking fee

Next week I'm planning to book BA flights for August. I can't understand what their latest policy is in case, after the booking, I want to change the dates.

It says they waived the change booking fee but is it also for flights not booked yet? That will be booked by July?

Booked a BA flight through BA Executive Club/Avios for August 2020. BA says fee would be waved, while the Avios page says it's free online or £35 by phone. If I try to do it online it tells to call a BA office. And if I call I'm referred to the website...
Does anyone knows how it works?
If I booked a new flight before cancelling my present one until I can contact BA on the phone, would I be refunded without having to pay £35? Thanks.
