Car Tax Refunds (with lower rate mobility Pip)

My husband is entitled to the lower rate mobility with Pip and has a blue badge from 2019.
I understand he is entitled to only pay 50% of his car tax, but this has to be done direct with DVLA. I tried calling, but their phone lines are not being answered at the moment.
So rather than post all my original documents, then risk them not issuing the car tax before the end of the month, I intend to pay in full and then apply for a refund.
So, has anyone else applied for the 50% to backdated and the amount (overpaid) be refunded to them?
I understand in the current circumstances, things could take quite a lot longer, but just wanted to know if this was possible.

The backdated part I don't understand.
I remember 50% refund required a written letter to DVLa requesting the refund, they issue cheque which takes some time.Replenished CRA Reports.2020 Nissan Leaf 128-149 miles top charge. Savings depleted. VM Stream tv M250 Volted to M350 then M500 since returned to 1gb0 -

When i was first awarded standard mobility and claimed the 50% road tax reduction i paid the full price but rather than DVLA refunding me what they owed me they took the amount off the next road tax. This meant that i didn't have to pay anything for my renewal.
