Leaving this until day 26 will give you time to make the complaints and get replies. It's all very well for Parking Lie to say they will cancel PCNs for NHS staff, but they shouldn't be giving them out at hospitals in the first place, so the complaints are necessary.
If you get no joy with the complaints you will have the fall back position as advised by MistyZ above.
