Right outlaw,
1. The Horstmann switch in the kitchen is a full spec PartL E7 and is a standard "water controller" from the manufacturers site.
2. Your tank is old non PartL, badly lagged, not standard and old school single bottom immersion only. It's currently set to 'timed' in the picture so I assume it comes on @ night only does it ?. Ta for the pic now you know why they're essential.
3. What tariff are you on from your electricity provider, ? Do you have Night Store Heaters ?Disclaimer : Everything I write on this forum is my opinion. It would be well worth your while going down to B&Q or somewhere similar and getting another insulating jacket to put over the tank - you need to keep in as much heat as possible. Even draping an old duvet over the tank would help.
Personally I'd turn the other switch off and see what happens (does your hot water tank then get cold, does it override the controller). You still havent told us what tariff you are on (whether it an E7) and what sort of heating you've got. Your tank doesn't appear to have two immersion heaters so make sure that the one you've got only comes on overnight during off peak times if you've got E7Never under estimate the power of stupid people in large numbers0 -

Good job the government lifted moving home restrictions yesterday. I'd suggest getting in touch with the letting agent to see if they can get you yet another place to move to tomorrow, if not today. One that is not a death trap being run by a rogue landlord.

It would not have taken much to put the controller on the kitchen wall for easier access rather than in kitchen cupboard supplied by "loose" cabling?
